Navy Distinguished Service Medal
Authorized by the order of the President, the Navy Distinguished Service Medal was confirmed by Congress in the year of 1919. Congress recognized many different levels and degrees of exceptional service and heroic acts and included different provisions for award criteria. Existing in different versions for each particular branch of service and a separate more modern version, the Distinguished Service Medal recognizes personnel contributions made by the Department of Defense. Generally, these awards are presented to service members who exhibited exceptionally courageous acts of service that set them apart from fellow comrades in operations assoiciated with a position of great responisbility in a time of war against an armed ememy of the United States of America. It is not only the act of exceptional performance of normal duty that will justify this military medal. The Navy version of the Distinguished Service Medal is also awarded to Marine Corps personnel. "Duty of a great responsibility" is a bold statement that applies directly to a narrow range of positions when the United States is not at a time of war, than in time of war, and requires serious proof of conspicuously extravagant achievement. However, justification for these Navy ribbons and medals may accrue by virtue of exceptionally meritorious service in a succession of high positions of great importance. Under exceptional circumstances, and with the express approval of the President, these military medals are occasionally awarded for wartime services to persons who are not members of the US Armed Forces.
Normally, the Navy Distinguished Service Medal is only presented to those senior Navy Flag and Marine Corps General Officers. These honorary Navy medals are rarely awarded to personnel of enlisted status, and then only to those who hold extremely senior enlisted positions such as the Master Chief Petty Officer of the Navy. The Navy Distinguished Service Medal was originally senior to the Navy Cross, until August Nineteen Forty Three when the precedence of the two decorations was reversed.
